The city of Siena in Tuscany, Italy was built, over time, on three hills and the first settlers were the Etruscans, although at the time the Saina tribe was inhabitants of the area. The Estruscans were resourceful people, who 'modernized' this part of Italy with irrigation which made the land fertile and useful. The Estrucans usually made sure their settlements were also forts. The time frame of this transformation was from 900BC to 400BC.
