The tower stands in the Piazza del Duomo, known as the Campo dei Miracoli in Italian, along with a few other structures such as the Pisa Duomo. The Tower is the third oldest structure in the piazza.
The Tower was never meant to be leaning at all. It was started about 1173 and began to lean soon after construction began due to a really poor foundation that could not support the weight of the layers above. It has never been corrected completely and has never fallen over, although it is monitored all the time to make sure this doesn't happen. The Tower leans about 3.97 degrees over.
