This person has decorated their rather small balcony with a large cow figure, that they have then turned in to an angel with wings and a halo, and the cow has a city and water scene painted...
... on the side. They have then hung lights down the balcony railings with presents hanging off the top and at night the lights will glow and cast a magical light over the cow; people walking down below will be able to look up and laugh at the funny sight they encounter.
When you only have a few seemingly random items with which to decorate, it can be hard to know what to do with them or how to decorate a smaller space with them.
